This is the big 200 point project (40% of the class grade). The main question that must be answered is this: IF you were a National Guardsman during Katrina, would you use force to remove the people who did not want to leave their homes, or would you respect their autonomy and let them stay? You need to construct an argument that addresses that basic question.
