10 Aug Prepare a critical analysis of a specific recovery operation associated with a recent disaster.
Background
This analysis must contain thoughtful, reasoned discussion about the appropriateness of the recovery operations in relation to the best practices studied in Fundamentals of Recovery. You are expected to apply what you learned in reviewing the recovery. For example (and these are just ideas for application):
· How well did recovery agencies use (or not use) local damage assessment tools?
· Did officials provide leadership according to NDRF guidelines?
· Was there a Continuity of Operations Plan? If not, why not?
· Was debris management an issue? If so, how was it handled?
· What NVOAD agencies were involved? What were their roles?
Instructions
Prepare a critical analysis of a specific recovery operation associated with a recent disaster.
The event should have taken place within the previous 5-year period. It can be either a domestic (within the United States) or international disaster event, organic (Natural) or inorganic (manmade/technological), but must be one specific to a particular geographical area so that you can assess, analyze and reflect on the actual recovery operations in the affected area. For example, do not choose a disaster that impacted widespread multiple locations around the world (e.g. a tsunami affecting many countries). Instead focus on recovery activities associated with a specific locality or region where you will be able to examine how public, private, and nonprofit sectors responded.
Additional Resources
Again, just examples — Be creative in developing some effective questions for your research and then use them as a foundation for your analysis and recommendations.
Your analysis should move towards recommendations for improvements you recommend and why.
In developing a thematic approach to your analysis of the recovery for the disaster, please specifically address ANY two (2) of the following course learning outcomes:
· Analyze the history, philosophy, strategy, programs, and consequences of recovery operations.
· Evaluate the specialized knowledge and skills necessary to create programs that will reduce losses from future disasters during recovery operations.
· Appraise the cycles and physical aspects of recovery.
· Evaluate the politics of recovery.
· Analyze ethical issues surrounding the recovery operations.
For this project, merely providing a summary of the disaster without in-depth analysis specific to the recovery is not enough. You must support your critical analysis, discussion, conclusions, and recommendations by using both course-provided and course-external research. Your external research must be credible and come from authoritative sources, preferably from peer-reviewed (refereed) publications. You must use a minimum of five (5) course-external resources in your analysis. Grading preference will be given to resources which come from peer-reviewed (refereed) publications.
Grading All submissions must include the following technical components:
· A cover or title page.
· Labeled topical headings (e.g., Introduction, Literature Review, Discussion, Conclusion, Recommendations, etc.)
· Length: The report must contain a body of text, between 2,000 to 2,500 words (about 8-10 pages double-spaced, 12-point font), excluding cover, abstract, illustrations, graphs, table of contents, appendices, and reference pages. Reports significantly below or above the parameters will be downgraded. Please note that abstract, illustrations, graphs, table of contents, appendices are NOT required but if you do use them, they do not count as part of the body of text for length assessment.
· A reference page containing a minimum of five (5) course-external resources used and cited in the report. References cited at the end of the report must be cited in text to illustrate how they were used.
· Written in APA Style.
